What is LinearSlop?

I understand that this parameter has to do with CCD and that it results in a 'border' around a body which needs to be compensated for when drawing, but what is the impact of changing this number of the simulation? By making it an order of magnitude smaller I had a much easier time aligning my drawing. Does this cost performance? Accuracy?

Also is there a reason why scaling my drawn polygons up doesn't exactly align them to compensate for this parameter? Ie I have a 64x64px box and create a 61x61px body to compensate but depending on the angle, some boxes appear to be floating above where they should be by a pixel or two while others appear perfectly aligned.
