Rotating Fixture around dynamic point

I am having trouble understanding how to rotate a fixture around a dynamic point. What I am trying to do is allow for a dynamic fixture (billiards cue stick) to rotate 360 degrees around another dynamic fixture (cue ball). What i hope to achieve in this top down billiard simulation is the effect that the cuestick follows the mouse or finger input and runs from that point into the cueball. I have tried adjusting the fixture.body.rotation value but cant seem to get full 360 degree turns out of the cuestick. Should I establish a temporary joint to rotate the stick around depending on where the cue ball lands? Sorry first time developing in XNA as well as with FP3, all help is greatly appreciated.
