Revolute Joint - Limit Problems

Hello I have a game i am porting over from 2.3 and changed over from angle limit joints to revolute joints for limiting the rotation of the connected bodies.  I have set up the upper and lower limits and turned on the limiter.  I have a character who's elbow and shoulder will bend way farther than the limit is set to when enough weight is put on it.  How can I make it so the joint does not let the bodies get past the limits at all?

Ive changed the VelocityIterations in Settings.cs.  That worked but the bodies would start getting jittery.  Is there a way to limit this without cranking up the velocity iterations?  I had it set to 200 and it still was getting a little past the limit I set anyway.
