MotorEnabled = true ?

Iam using RevoluteJoint to test my game

this what I did

            RevoluteJoint joint = new RevoluteJoint(rect, circle, new Vector2(0f, 0.5f), Vector2.Zero);
            joint.MotorEnabled = true;
            joint.MaxMotorTorque = 1500f;
world.AddJoint(joint); joint.MotorTorque = 5f; and added FiextAngleJoint to it
but I can't apply Torque to it or apply Force :(
why ??
when it touch anything in the world it stays at its position any mouseJoint can't move it :(
