Why does this body fall?

I've created two bodies, where one is always directly on top (layer wise) of the other. In order to do this, I just have created an update method for one body to set its position always to the position of the other body. This works somewhat well, except that for whatever reason, the second body droops to gravity, even though its position is being updated to the other's position every frame.
Why?

EDIT: When I don't put the physics simulator in the BodyFactory for the dependent body, it works fine, but what if I were to want in the future to add it to the physicsSimulator?
