Slow down an object when it collides with a geom?

Im making a game where you can slow time in an area to solve puzzles but I cant figure out how to do it with out making the object come to a stop.

I would think that one solution my be to use the Body list in the simulator.

create a collection of Vector2 and store the Body Velocities, then devide the velocities by a Scalar amount and all objects would slow down. Then restore the velocities from the collection to the Body list. This would put them all back to normal... or something on that line..... or maybe not sure though, could change the dt of the simulator Update method not sure how that would work though.
