Is Linear Velocity Clamped?

I am currently getting my character to jump. I am applying a LinearImpulse for the jump, and I have LinearDamping set to 0. As I increase the LinearImpulse, the object gets higher, until I hit a point where my object will not go any higher no matter what impulse I am giving it. Is LinearImpulse clamped so I can only give it a max value?

Yes. It is limited to limit tunneling and improving performance.
Change the Settings.MaxTranslation to a higher value.
