Body passes through LoopShape

My guess is that I am doing this wrong but currently my level is bounded by a Loop Shape (ie. FixtureFactory.AttachLoopShape), the problem is that my rectangular bodies are passing through it, what do I do?  Do i need to build the level borders out of polygons?

I just realized that if I make my boundary out of loopShapes, even if they are polygons I am still going to have the same problem.  As an aside my rectangles are only passing through the map when the edge of the rectangle is parallel to the loopShapeEdge that it is in contact with.
