Collision Handling Theory

I am trying to understand the need for and purpose behind both the broad and narrow phase colliders.  Can someone point me to an article or book that would explain this in more detail?

I am trying to come up with a way to implement a IsWithinProximity(geom, geom) method that would allow me to trigger some interactivity without the OnCollision event being triggered.  One way to implement this would be to create a larger, offset geom around the actual 'collision' geom.  The larger geom's OnCollision event would act like a IsWithinProximity... but I'm not so sure that is the best way.
